But only where there is an adequate number of able adults who can also swim. The reality is that 'teaching water safety' doesn't need water. Children can be taught the risks of water and also basic life-saving techniques such as throwing a rope or something that floats etc. Of course, teaching children to swim as well is far better, but that may not always be practical. When, as a child you fell out of a capsized boat and swam to safety, were you fully aware of who was around you while rescuing yourself? Only after reaching the bank may the children have recognised that one of them was missing, but by then it’s too late. Are you assuming that the children were strong swimmers, had life saving skills and could have swam back & recused their drowned friend?
