Windows Help No Longer Functioning

Hear is a strange one.

My laptop came with premium and I upgraded to ultimate. no problem.

Now after I've integrated my laptop to my company network running MS SBS 2003 my windows help no longer functions??

on any windows window (or help in printers / trouble shoot problem) the error I get is:(3 windows pop up. description from top window to back)

"Internet explorer can not download / from windows

Internet explorer was not able to open up this internet site. The requested site is either unavailable or can not be found. Please try again later."

following this window is a file down load indicator from internet explorer that stays on 0% "downloading / form windows"

and the bottom window is a blank "Window s help and support" window where help should come up.

Any Ideas?
