I think anyone who knowingly or strongly suspects a girl is underage needs prosecuting to the full extent of the law. I think is the girl has intended to deceive by showing a false ID the man should be exonerated and the girl should be prosecuted for having a false ID. As long as the young girls that you refer to are not underage then I do not see the problem.
