Thailand banks could be forced to share hacking costs
Thailand’s Digital Economy and Society (DES) Minister Prasert Chantararuangthong has thrown his weight behind a groundbreaking proposal that could see commercial banks sharing the financial burden when their customers’ accounts are hacked. Prasert, who also serves as Deputy Prime Minister, publicly backed opposition MP Wiroj Lakkhanaadisorn’s suggestion during a heated House debate. Wiroj, from the People’s Party, argued that banks should not escape responsibility when call-centre gangs siphon off their clients’ hard-earned cash. “Why should banks get a free pass? It’s time they bear some of the blame.” The proposal calls for Thailand’s central bank to force commercial banks to share the financial losses suffered by victims of online scams. Prasert confirmed he would table this for discussion at the upcoming Anti-Online Scam Operation Centre (AOC) meeting. The AOC, established last year to combat the surge in online fraud, operates out of National Telecom Plc’s headquarters in Bangkok. Wiroj insisted that since the AOC has failed to halt these rampant scams, National Telecom should also be on the hook for compensation. Prasert, while cautious, said the matter needed careful consideration to determine the most suitable action. Addressing another of Wiroj’s proposals – delaying the transfer of funds to scammers – Prasert revealed that the AOC is working closely with the Bank of Thailand (BoT) to enhance security. He assured that measures to protect bank accounts have already undergone central bank scrutiny, but further improvements are in the pipeline, reported The Nation. Thai Khmer - is it alive anywhere in South Isaan?
There is only on city in Thailand. That is Bangkok. In Thai language, city is "Mahanakorn". There is nowhere with that suffix in Buriram, Surin or Sissaket. I have lived in Buriram for over 24 years. I also regularly visit Surin. I speak Thai and I understand Khmer language to a point and can assure you in the town centres I mostly hear Thai. As one moves away from the town, heading north the dialect changes mainly to Isaan Laos. Heading south there is a mix of Isaan Laos and Khmer. In some villages around Satuk and Chom Phra area you'll hear Gui, as that this where the Elephant herders are from. There are a few other areas that Gui speakers but not so many. The reason Rhai is more prevalent in the town centres is those that speak Isaan Laos cannot understand Khmer. The same cannot be said the other way round. Hence, if there is a group of people who speak various dialects, Thai language is the means of communication. This does not happen in the villages as they are generally single dialect, plus Thai language, places. I don't recall saying dialects are not spoken in the town centres. I said they are "mostly" spoken in the areas outside town. -

He did. When it went to the Supreme Court and he won, it was clear doing what he wanted to do would cause more harm than good - so he backed down and did not completely shut it down. In that sense he 'saved' it - maybe next time he will listen to those who said 'shut it all down anyway'.
