Locked out of two Yahoo email accounts.

Previously the Yahoo two tier verification system was that they sent me an email to confirm.
Then suddenly they have changed the system, so that they send a code to the email address, but now the first Yahoo email account sends to the second Yahoo email account, then this account when I try to login in turn sends an email to the first email account, in a never ending loop.

I have taken this matter up with Yahoo's Yahoo Concierge Executive Escalations, but to date they are still refusing to activate both accounts, in spite of giving them so many details.
The Better Business Bureau of Silicon Valley cannot help me any further.

Now I want to take this matter up with Yahoo management, or any other authority that can review my case.
Six million dollar question please, does anybody know who
to get in touch with at Yahoo or it's parent company Verizon, or anybody else that could help me?
