New Sim Card - Phone Won't Receive Calls

Newbie Question:

Just moved to Pattaya...friend gave me phone to put SIM Card into...bought SIM Card (and TOP-UP Card...). I can call out on the hand phone, but I can't receive calls on the phone.

Any thoughts?

Little more data please. Provider? Service? What does the phone say on screen? Did phone dial out before on another sim?
