Many questioned whether concert organisers had obtained the necessary permits and implemented adequate traffic management plans.

Probably not...

Usually I would attend for one of the 2 nights, and stay overnight in a central hotel.... arriving there mid afternoon (driving in), and off after breakfast the next morning. The vehicle not being used in town.  If you are fit enough for  bit of Walking it isn't so bad. Had some good evenings in a bar after the fireworks ended, letting the traffic mayhem subside, sometimes getting entertainment watching it.

Once Pattaya forms a Police force, these taxi drivers will have to obey the law.

implementing a formal registration system for motorcycle taxi drivers and ensuring they hold proper public licenses.

Lots of festivals, especially if famous stars are present, draw huge crowds in all countries. Some of these event tickets cost a fortune, so of course you’re going to find crowds outside.  I imagine most of Thai youths can’t afford entry, so hang around outside. There are thousands of kids outside stadiums when Taylor Swift is on , let them enjoy themselves. I don’t see any harm as long as there is no fighting for example.
