Not sure why you are calling it a passport service.  It's for "VIP" entry, basically guaranteeing you are allowed into Thailand without the normal scrutiny at the entry counter.

OP, are you looking for agent to avoid the que lines or in addition you have past visa exempt history and looking for smooth process at immigration

I was thinking of using this as it's my 3rd visit in 6 months, each visit was 15 nights. So I thought this might help in case there are any concerns with the IO when going through....

fyi  - noticed this on the link you sent "!! limited Arrival Fast Track service at BKK Airport!!: until the end of 2024, the standard Arrival service cannot be provided in the usual way, as we are not able to collect passengers at the arrival gate due to the ongoing reorganization. Passenger will need to proceed to another gate to meet our staff whom will then arrange passage through VIP Fast Track area. Bookings that include golfcart service CAN be provided as usual, as can the departure service."

That pattern of stays in Thailand would/should not be of any concern to immigration. 

You don't need agent assistance at airport for visa exempt entry
