Starting a new thread as this has some new information.

I decided months ago to start filing Thai tax returns online, get a baseline history with TRD, and have several years of filed returns.  Got my pink ID card number activated, then was able to file online returns for tax years 2021, 2022 and 2023.  All filed late, but accepted by the system.  No documentation was required for any of the returns when filed.  There was a late filing fee of 200 baht for the 2023 return, but no late fee for the others.  I know not why not.

Within a couple weeks, I got a letter with my 2023 refund of interest and dividend withholding.  Full refund of all taxes withheld.  Letter offered PromptPay, but bank account must be set up and linked to pink ID.  MY Bangkok Bank branch will not let me add pink ID number to existing accounts.  Thusly opened a Krungthai account (using pink ID and ol' yeller) for tax refunds.

About a month later, received two letters from the tax office requesting tax withholding statements for 2021 and 2022, but NOT 2023.  That tells me TRD online processing system must have access to current year records only.  I got a single tax withholding statement from Bangkok Bank covering both years, but ONLY for my fixed accounts.  Bank would not include taxes withheld from savings accounts.

I submitted this statement online as supplementary documentation for the 2022 return, but there was no option to add documents for 2021.  I did not submit dividend statements showing taxes withheld.   I waited, nothing changed, I forgot about it.

Today I received two envelopes from TRD with refund letters for 2021 and 2022.  Amounts were less than the totals I had claimed, as the dividend and savings account amounts were disallowed.  Fixed account withholding was refunded in full.

Your Bangkok Bank branch seems inept.  My CM branch allowed me to add my Thai tax ID to my savings account and also stopped the annoying withholding on my tiny interest received.  I don't have a pink ID so I got a separate Thai tax ID from TRD about 3 years ago.  They would not stop the withholding from interest on my fixed account.

Have you verified with your bank book that Bangkok bank did withhold 15% from your interest payments on your savings account(s)?   It seems Bangkok bank stopped the withholdings the same as they did for me..... only on the savings account but not on the fixed account.  That could explain why there was no statement of withholdings (or tax refund) on your savings account.

Fixed Deposit have a mandatory 15 % WHT deducted when they pay your interest.

There is no way of stopping it.

You may claim it back from the Rev Dept, as outlined by the OP.

Hub of ineptitudosity.

I've got a spreadsheet with all my (and wifey's) bank accounts that are kept updated with all transactions.  (Except for accounts with ATM cards and her spending account with multitudinous transactions.)  Interest deposits are entered, tax withholding is entered, transfers in/out are entered.

When I asked for the withholding statement(s), I had all bank books on hand.  I checked the statement against my records, and only the fixed account withholding was included.  Clerk told that's all they can provide.

Going back to my 2017 return file........My refund check matches exactly the total of my fixed account and dividend withholding.  Savings account withholding was not refunded.

I don't remember why.  Either savings withholding wasn't included in 2017 statements, or it could be that my savings account was at the Silom branch, and the Ramkhamhaeng branch where I had my fixed account and where I got the statement could not access those records.  If that was the case, it wasn't worth a trip to Silom to get a withholding statement for a refund for less than the round-trip transport fare.
