There’s something in international law about towing sea going vessels, and I’m quite certain there’s something else there about abandoning people at sea.

It can be related to political affiliation also. As it was in this case. It's been made clear that Farage is fair game because of his political beliefs. The guy who threw rocks at him while campaigning also escaped jail even though the judge stated it warranted a jail term.
