Dual whammy:
1) if the landlord replaces a fuse box with a breaker box are they required to upgrade everything to code including installing electrical ground placing the box where it can be reached anything else that might apply? I'm not quite certain what Thailand electric code and how far along it's become
2) if the juristic person adds wiring inside the room are they obligated to inspect that breaker box for any ground faults or anything else?

 

Sadly, none of the above.

 

The only actually required inspection (and pretty cursory at that) of domestic installations is by the supply authority when they provide the permanent meter.

 

Regulations regarding domestic supplies are pretty minimal, but as a minimum I would insist that the replacement box has earth leakage protection and a proper ground connection.

Sadly, or conversely to our great financial benefit, you are responsible for virtually everything. A main fuse box/consumer unit in Thailand costs from as little as ฿2,000 while doing the same job in the U.K. for a one bedroom flat was only ฿64,800

So in Thailand, including a top of the line AC and CU you will pay less than half the U.K. cost for the CU only.

A qualified electrician with all the correct equipment and 3 people just cost less than ฿20,000 to retrofit 24 x triple outlets (including (HäCO fittings about 1 ½ days work and half a day’s maintenance and travel expenses. In the U.K. or US that would have cost 4 times the amount, I could have got the same total amount done by a Thai bodger for half the cost less with lower quality sockets.

 

 

Oh... if only so simple... no... far more.
