That is of course the verbatim justification the Nazis tried to use to justify their killing of villages in reprisal for "partisan" terrorists shooting at Wehrmacht soldiers and t hen hiding among the population. No doubt this does happen. However, the law now takes a dim view of such justification. If the civilian casualties are disproportionate and of such numbers that they eclipse any legitimate target, then Israel really has to desist from attacking refuge centres, hospitals, schools. It can't always claim there are Hamas hiding, because the civilian casualties they are causing are massively disproportionate to any legitimate target. The laws of war, developed after WWII, are clear on this. Israel is just not following them.
