Yes, my LHG can still use the cash on delivery method, and i'm sure millions of others can also. 
 

For reasons unknown to me, I am not one of those millions.

I think if you called them they could tell you what the problem is.

I used the cash on delivery method for about a decade, lost the ability to pay cash on delivery about 2 months ago.   Bye Bye Lazada.
