removing the gun from his waistband and placing it on the counter 

 

Saves all that trouble of getting ones phones  out, scanning the bar code, inputting stuff etc etc

Can the police not arrest him , what happens if he shoots mum and dad ? or worse still Somchai public.

The police in this case should be dealt with by their superiors..........I know, never happens.

Unless it's a hurty feelings report the cops in the UK don't bother to turn up at all.

Rubbish. Armed response to reports of firearm use is always swift in the UK. Response to anything here usually slow.

Need a lot more context here to truly understand the situation.  Reading the OP conjures up images of a Mayberry where Otis checks himself in and out of the drunk tank, Andy the sheriff doesn't carry a gun, doesn't allow Barney Fife the deputy to load any bullets in his, and the stores are on the honor system because the shopkeepers don't sit in the shop all the time. 

 

I suspect the cops know the guy quite well and figured there's no real emergency.  They'll handle it the way they handle stuff in a small town.

Wise plan.

Why put your life in danger confronting a violent criminal?

Bullets are expensive.

Best to let the criminal get away and wait until they fall asleep after a long day of criminal activity. 😄

Then picking up the gun and putting him out of everyone else's misery.
