From Siam Legal...

"The Thai Permanent Residency application starts from 14 October 2024 to 27 December 2024 during weekdays (Monday – Friday) at the official hours from 08:30-16:30."

 

In addition there is preparation required prior.

From what I've heard, due to the change in government, the 2024 application window opening is delayed.  It's possible they could open it this month, but it did not open in the last 3 months of 2024.  No one is sure when it will be opened.
