Regulation: The FAA mandates fuel dumping systems on aircraft where the ratio between maximum takeoff weight and maximum landing weight exceeds a certain limit. Not all planes have them: Smaller aircraft designed for shorter flights often do not have fuel dumping systems as they may not reach a weight requiring fuel jettisoning. -
