It does a good bit more than that, including "...measures to expedite the delivery of energy infrastructure, emergency approvals by agencies “to facilitate the identification, leasing, siting, production, transportation, refining, and generation of domestic energy resources, including, but not limited to, on Federal lands.”

The executive orders were designed to make life harder for renewable energy companies and easier for oil, gas pipeline businesses but will that lead to more oil and gas production that will push down prices which what Trump want as part of his plan to lower inflation. It is just good as a campaign slogan but the reality is harder to achieved.
