I live currently in Spain and, according the Thai consulate in Spain, a visa on retirement purposes is an "O-A" Visa. With the health insurance requirements. If I would apply for an "eVisa", is this processed by the country where you are residing at the moment or centrally in Thailand?

In some threads people have asked same question eg apply for e-Visa for Thailand while in Thailand. This will not work. I'm referring to nearby countries eg Vietnam etc. Your entry stamp to that country will prove you are in the country.

So, the best solution would be to apply for a tourist visa in Spain, anywhere near Thailand, and apply for an eVisa from there.
