In Pattaya, they will keep throwing water even past 8pm.  Some places keep it up until 10 pm.  Rather annoying to get wet when your heading to an air cond. store.

I go to the airport, and fly to beautiful civilzed Japan. It's Cherry Blossom time. I don't look back.

In own apartment room. 

Stay put, and don't go outside during the day if you don't want to get wet.

As easy as that.
