I entered Thailand visa exempt on 22/2/25

After that I got a NON-O retirement on 22/4/25 at the Immigration Office (visa change).

My 90 days are starting from which of the two?

Are you planning on obtaining a 12 month extension

Assume the worst. Go to the immigration office well early  then you will find out. Once you've got it sorted you can do it by yourself on line.

Read point 5 in attached link regarding very first 90 report after application for extension. 

 

For subsequent extensions the reporting has nothing to do with extension. However some immigration offices start the 90 count again when applying for extension. 

If that's the case the io should indicate that... Usually by placing report due date in passport.

Maybe I should just go to the Immigration office and ask!

It starts neither date.  Neither of those entries grants you more than 90 days, so there is no 90 day report required.  The date starts from when you get the 1-year extension.  The immigration officer will attach a slip of paper into your passport that includes when your next (first) 90-day report will be due.

Wrong info you are giving @BrandonJT

From the 22 Feb he has been here continuously and will continue to do so for the next year, therefore his 90 days is due on or before 22nd May.

Very few IO offices start a new 90 days when a Ret Visa or extension is given, so refer back to the above sentence.

 

Also he will need to do his first 90 days at the Imm Office wherever he is residing, and after that can do online.

It's not wrong.  I know that for a fact.  A stay that is not eligible to be over 90 days does not incur a 90-day report requirement.  The first 90-day report will be 90 days after the first stay that allows more than 90 days.  That would be 90 days after the first 1-year extension.  They will put a slip in the passport indicating when the first report will be.  @Tod Daniels would be happy to confirm what I'm saying.
