I think originally the Batcomputer actually was introduced in 1967 and was meant as a kind of "database" to collate all the information on the many Super Villains.

 

After the 1980s Batman lost appeal to me as some vile Brit from Scotland turned Batman into a horror comic, with women getting paralyzed, tortured and children being victims, it basically became unreadable and degenerate when that vile Grant Morrison took over. That coincided with the emergence of the World Wide Web, which came along in 1989.
