It's a lot more prevalent here than anywhere I've ever been or heard of. Personal experience here as seen over 35 animals poisoned in our village alone. Living in the US I heard of it happening twice, and once was my cat.

If the dogs are NOT the problems, then was it the human owner that mauled the Thai dog to death?

In a way it was, because according to the story the owner just stood by and watched without callling off the dog or trying to restrain it.

The postman arrives on a scooter, coming here only once a month or so, and the dogs here have never given him any problems. I'm almost positive I know who it is, but without proof, i can't do anything. Nothing to do with me, as the family's animals are the one's who are killed most, living 1/2 kilo away. I'm sure it happens here because one of them is the culprit.

If a dog is found roaming free with a collar the owner will receive a fine (don't know how they'll enforce that).

If a dog is found roaming free the without a collar it will be removed - the owner has 1 week to collect the dog.

If the dog is not collected, it will be 'taken elsewhere' (not sure where, but I'm guessing sold to off somewhere for

The issue as always is that once a little leeway is given people take liberties and we can't have dogs roaming off leash where children are playing. 

The issue with cats is they spray everywhere and scratch things.

No, most of the dogs in this village roam all over. The cousin's dogs next door are all over the place, and all come to my house. he's lost a couple that just disappeared but not knowing what happened, I can't assume. I see dogs all over the village every time I'm driving around or picking up my daughter at school. The school itself has at least 8 that have been there for years and school is three streets from my ex's mom's house. 

 

Next door to her mom's and across the street, they have the same dogs for a few years minimum. It's definitely personal against the family and I'm part of it because of my daughter so they're poisoning the dogs that come here also. 

 

The two females that live at either mine or the cousin's house next door to mine have had 8 puppies. So far 6 are still around. One disappeared and one looked to be poisoned, as he was sick one day and gone the next, and I smelled a dead animal close for a few days. Others feed them, especially one who's a friend of the family, as well as I and the cousin. I'm pretty sure who it is, but again, without proof , and seeing this is Thailand and no one cares, nothing will be done.

Yes. Indirectly. Failure to train, to supervise and to control. Those were the  owner's failures. Blaming the animal is a way to avoid holding the responsible party  accountable. Obviously, the animals will need to be euthanized, but this evil man will just do it again and again and again.

Keep a large python  or a croc nearby ,, end of dog problem ,,, feed the farang to his obnoxious Pit bull  then feed the Pitbull to the croc or get some koreans round for dinner.
