surely there is alternative to handing over pp to some random motorbike hire joint

In Laos the usual alternative is a cash deposit equal to the value of the motorbike.  Motorbike theft is a real issue there.

I would just suffer the tuk-tuk mafia, until you make payment at the consulate, which should be possible the same or next day after you apply via the eVisa site, before final approval..

No need to do that.  "Xanh SM" is a perfectly good app based taxi service, cheap and reliable.

With how critically important one's passport is, and especially for folks in this region with the visa and extension stamps contained in them, I'm amazed at people handing over their passports, allowing them out of their possession.

At various tourist spots in Thailand, I didn't have much of a problem finding a bike rental place that would take a copy and not the real thing. I didn't and wouldn't rent a bike from ones that insisted on taking possession of the passport.

OK, that may not fly in Laos, and if the rental places are demanding a deposit worth the value of the bike, that's a no go.

LOCA app is good too. Also lets you use QR code scan from a credit card with a small fee.

From memory you need to show it when you make payment. A tuk tuk to the embassy and back is not so expensive.
