There are no restaurants owned by foreigners, only Thai owned that foreigners regularly frequent.

The one in Khon Kaen. But unless someone can give me a good reason to stay there, it'll be Roi Et.

You do understand that Thai is not the 1st language in Isaan. I think everyone speaks and understands Thai but they will not be speaking Thai to each other so may not be the best place to learn Thai but would be great to learn Isaan.

Of course everyone in Isaan speaks and understands central Thai, how else do you think they can follow the daily soap operas, they aren't in the Lao dialect.

 

If you need farang contact and food options then Roi Et, the other place is just a local rural town but it has a 7-11 and a small Lotus when I last drove through it.

 

But nowhere on the scale of ROI Et city.

There's not much at Chum Phae.  Huge 8 lane trunk road passing through the middle (6+2+2).  It just seems to be a place the pantechs travel through.   There are many open air 'restaurants' but Isaan food can be much different than the Thai food available in the tourist areas.   I saw the odd foreigner milling around at the  big Lotus.  The Cheewin Hotel and Conference Centre is comfortable, food average, but you have a place to go to you said. Don't know much about Roi Et. Went there once but I think Maha Sarakham nearby is probably better.
