To me this sounds like " my friend's boyfriend is a foreigner, but he's a nice guy".

It sounds like the person who wrote this, thinks foreigners are usually not นิสัยดี.

Am I wrong?

 

It really depends on the context. The word “แต่” (but) shows contrast, but that contrast can come from different places. It could reflect a general stereotype (as if to say “foreigners are usually not nice, but this one is”), or it could simply be comparing with another foreigner just mentioned earlier who wasn’t nice. Without knowing the wider conversation, you can’t assume the speaker meant all foreigners.

I was thinking along similar lines.

There isn't any explicit context (it's just a line chat) that I could understand, but in the mind of the writer there may be some context and some contrast that wasn't even mentioned because it seemed obvious to the writer, but not to me.
