There was some guy at my condo building in the USA who would stroke or fiddle on the balcony. He lived overlooking the complex pool in plain view.

 

The police could not do anything because he was on private property the entire time (they can't enter private property without a warrant or unless it's an emergency). It was not a mistake, the guy wanted to be seen.

 

The only thing we could do is just ignore it and not give him any attention. Expressing humiliation or disgust could make it worse.

Seriously? Have they checked how many sex videos they have on different websites that shows acts on Thai balconys. 😂

Yeah. All this 'outrage' about people having sex in places where someone 'might' see them is getting ridiculous and blown out of proportion. If it was a 2nd floor balcony, where any passerby or school kid might see it, then okay. But in reality, some people have sex in public places hoping (usually) that no one will notice - they're in a department store changing room or a toilet stall, on a train, in a nightclub's backstage area, etc. It's not new - and it's not exclusive to Thailand. Get over it.
