Japan has awarded Senate Majority Leader Juan Miguel "Migz" Zubiri the Grand Cordon of the Order of the Rising Sun, the highest accolade for a foreign national. The award was presented by Emperor Naruhito on November 11, 2025, at the Imperial Palace in Tokyo. Zubiri expressed deep gratitude, viewing the honor as a testament to the strong relationship between Japan and the Philippines.

 

This recognition comes as Japan's new Prime Minister Sanae Takaichi read the citation. Zubiri, who leads the Philippines-Japan Parliamentarians Association, has been active in enhancing bilateral ties in security, trade, and culture. Only eight of 104 foreign recipients received the Grand Cordon, highlighting Zubiri's esteemed status alongside former leaders from Vietnam and Kuwait.

 

During the ceremony, the Emperor expressed condolences for those affected by recent typhoons in the Philippines, underscoring Japan's solidarity and support in times of crisis. Zubiri commended Japan's aid and emphasized accountability in his role, pledging to bolster diplomatic efforts further. He acknowledged the award as motivation to reinforce cooperation between the two nations.

 

Looking ahead, Zubiri aims to continue expanding economic and defense collaborations, having previously advocated for agreements like the Reciprocal Access Agreement. These efforts have facilitated Japanese investments that create local job opportunities. Zubiri remains committed to fostering a safer and more prosperous region, aiming for tangible benefits in Filipino communities.

 

In the field of diplomacy, Zubiri led key parliamentary exchanges, including hosting the Asia-Pacific Parliamentary Forum in 2023. He successfully invited ex-Prime Minister Fumio Kishida to address the Philippine Congress in a historic session. Zubiri views this recognition as a catalyst to enhance partnerships that serve both nations' interests, reported Manila Bulletin.
