70% of Philippine Jails Overcrowded, COA Reports

A recent audit report by the Commission on Audit (COA) reveals that nearly 70% of jails in the Philippines are overcrowded. The 2024 report highlights that 336 out of 484 detention facilities across the nation, or 69.42%, exceed their capacity. Congestion rates range significantly, from 1% to as high as 2,141%, surpassing both the Bureau of Jail Management and Penology (BJMP) standards and the United Nations' guidelines.

 

The worst-affected facilities include the Biñan City Jail - Male Dormitory with a congestion rate of 2,141%, Muntinlupa City Jail - Male Dormitory at 2,029%, and Dasmariñas City Jail - Female Dormitory at 1,749%. The BJMP currently houses over 113,518 persons deprived of liberty (PDLs), drastically exceeding the ideal capacity of 50,085. The United Nations specifies that each person should have 4.7 square meters of space.

 

A significant 88% of these PDLs are awaiting trial or final judgment, while 10% are serving sentences of at least three years, and 2% are serving longer terms. The overcrowded conditions contribute to poor living standards for inmates, exacerbating challenges within the penal system.

 

In response, the BJMP seeks financial support from national and local government units to purchase land for new facilities. This initiative aims to alleviate overcrowding and improve conditions for detainees, reported Balita.
