The Senate committee will decide on Tuesday whether to keep, amend, or cancel a 2001 memorandum of understanding (MoU) with Cambodia concerning overlapping maritime boundaries. This decision comes after 24 years during which the agreement, termed MoU 44, has seen limited progress, prompting a review by the Senate to assess its current relevance and impact.

 

Senator Noppadon Inna, who heads the committee, stated that the review of MoU 44 is complete. The committee plans to meet to finalize their discussions and vote on the MoU's future. Noppadon noted that many members have identified significant issues with the agreement, suggesting a leaning towards modification or revocation.

 

The committee's analysis revealed substantial flaws in MoU 44 over its 24-year duration, with little advancement in resolving the Thai-Cambodian border disputes. The perceived drawbacks appear to outweigh its benefits, pushing committee members towards a resolution to either amend or nullify the MoU. Formal voting by the committee is anticipated to follow these considerations.

 

Olarn Thinbangtieo, a lecturer in political science and law, urged the international community to address what he described as systemic issues within the Cambodian government, led by Prime Minister Hun Sen. He highlighted U.S. interest in the matter, noting that Washington urged both nations to adhere to a prior ceasefire agreement. Olarn argued that U.S. efforts should focus on the power structures sustaining the Cambodian regime rather than pressuring surrounding nations.

 

Looking ahead, the committee's decision could redefine the diplomatic and maritime strategies between Thailand and Cambodia. With recent international calls for cooperation, particularly from the U.S., regional stability and cooperation are likely to be emphasized. The outcome of this meeting may set a precedent for future negotiations in the region, reported Bangkok Post.
