Ghost Procurement Lands Ex-PNP Officials 40-Year Sentences

Five ex-officials from the Philippine National Police (PNP) were sentenced to up to 40 years for graft linked to fake repairs and procurements of armored vehicle parts from 2007-2008. The Sandiganbayan court delivered the judgment on December 11, 2025, against the PNP Logistics Support Service-Bids and Awards Committee (LSS BAC) for multiple violations of the Anti-Graft and Corrupt Practices Act.

The convicted officials include former LSS BAC chair Col. Emmanuel Ojeda and vice-chair Col. Reuel Leverne Labrado, among others. They were sentenced to six to ten years for each count, totaling 24 to 40 years. Two other former officials, Lt. Col. Warlito Tubon and Eulito Fuentes, faced two counts each, while Lt. Col. Henry Duque and Alex Barrameda were sentenced for one count each.

Despite the convictions, former PNP chief Avelino Razon Jr. and others were acquitted due to insufficient evidence. This case originated from a 2013 ombudsman filing, concerning transactions worth P397.58 million. The accused reportedly falsified documents to simulate the purchase of spare parts and repairs, leading to unjust gains.

Napolcom is also investigating retired Brig. Gen. Jezebel Imelda Medina on potential corruption charges, unrelated but brought to light by this case. The government now seeks indemnity of P83.897 million from the convicted officials, who are banned from future public office roles, reported Philstar.
