A congressional commission has unveiled a plan to hold students back who fail to meet basic reading and math standards in the Philippines. The Second Congressional Commission on Education (EDCOM II) aims to address the education crisis by recommending the end of grade transmutation policies that enable students to advance with failing marks. This plan, part of a 600-page document, highlights the need for urgent education reforms.

The commission was formed in 2022 to tackle the learning crisis exacerbated by the pandemic, consulting numerous stakeholders and studies. The roadmap, spanning until 2035, sets sequenced milestones for reform, aiming for clear targets and accountability for the Department of Education (DepEd), Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA). EDCOM II will support the initial phase until 2027, with future administrations crucial to its success.

Mass promotion without mastery of skills is a significant issue, as detailed by the commission. Despite the lack of official policy for automatic promotions, pressures on educators to maintain certain metrics perpetuate this practice. A report indicated that only 30.52% of Grade 3 learners read at grade level, declining sharply in higher grades. EDCOM II urges changes in grading and performance measurement systems to support teachers' judgment and ensure educational standards.

Phasing out grade transmutation is also recommended, as this policy allows students to pass without mastering content. Originally intended to standardize grading, it inadvertently conceals poor performance. EDCOM II suggests a criterion-referenced grading system to accurately reflect students' abilities and guide necessary educational interventions.

The dropout problem further complicates the issue, with 41.9% of students leaving school before completing basic education. Factors such as absenteeism and socio-economic challenges contribute to this trend. EDCOM II proposes combining policy changes with robust remediation programs to support struggling learners and prevent dropouts, reported Philstar.
