A proposed Philippine Senate bill aims to ban political dynasties, clarifying that it will apply to unmarried couples and domestic partners who share a household. Senator Risa Hontiveros emphasized this during a meeting of the Senate committee on electoral reforms in Bulacan, addressing concerns about potential loopholes in the bill related to relationship status.

The bill's scope includes couples who live together and present themselves as partners, regardless of marriage. This clarification was made following a query by Marilao Mayor Jemina Sy about how the ban would affect a “future spouse” or boyfriend serving in a different area. Hontiveros, leading the discussion on dynasty bills, stated that the ban would also cover officials who become a couple while in office.

Debate ensued over how far the ban should reach within family connections. Mayor Sy argued that restricting the ban to the second degree of consanguinity (such as siblings and grandparents) is sufficient, believing influence fades with more distant relatives. In contrast, Manuel Bernas from the Model SK Network argued that, due to the family-centric nature of Filipino culture, the ban should extend to fourth-degree relations (first cousins) for effectiveness.

Angeles City Vice Mayor Amos Rivera recommended a phased approach by starting at the local level if implementing a national law proves challenging. He also suggested renaming the measure to reduce perceived hostility towards current officials. To ensure compliance, lawyer JT Santos proposed a mandatory disclosure policy requiring candidates to declare any incumbent relatives, with penalties for nondisclosure, reported Philstar.
