It is not up to FIFA or the Somalian Embassy in Nairobi to decide if he can enter or not.

FIFI should know all about this kind of stuff and found some referees with cast iron backgrounds and origin. I'm sure Britain or Germany or France or Italy or Spain with their league structures could have found enough referees.


The whole point is it's the world cup so we should have a diverse range of top ranked officials from around the globe to ensure neutrality. You can't just fill it full of European referees can you - who would officiate matches that involve those European teams?

According to the BBC he can't because

referees' chief Pierluigi Collina has created a training hub for the tournament's 52 referees and 88 assistant referees, in Miami.

All on-pitch officials must stay at the base in Florida for training, preparation and security.

It would therefore not be possible for Artan to stay outside the United States and only referee matches played in Canada or Mexico.

Its only not possible because FIFA decided its not possible. The security excuse makes no sense whatsoever.

FIFA is claiming its about logistics. Miami is the arse end of nowhere. FIFA says its about monitoring referees fitness, when frequent air travel is not conducive to physical preperation. Moreover, it increases the risk that a match might have no officials turning up, because they are all on the same flight that faced technical issues.

In UEFA 2020, matches were held in 11 cities in 11 countries. Referees and line officials were not held in a central location They were based locally to the matches they were officiating at. In the 2002 World Cup, refs were based either in Japan or in Korea, depending on the matches they had been assigned to.
