This terrible event is the result of the 'Care in the Community' policy in the UK, where those who should be placed in a secure psychiatric hospital, are released into the community, with perhaps only minimal supervision.

If it was necessary to have 2 carers (not 1) to accompany this man to the zoo, then I would suggest that he was considered a risk to the general public or to himself.

While I agree with much of that, there’s almost certainly more to this than just ‘care in the community’.

It needs to be kept in mind that care in the community replaced the widespread institutional incarceration of people who were no threat to anyone.

The attendant cruelty and depravity of the former institution practice is a matter of public record, over which care in the community is a vast improvement.

There are of course many criticisms, naturally when harm to innocents occurs, but also around funding, staffing, and the education/training of staff.

Mental health services are themselves chronically underfunded and understaffed, mental health itself a major public health problem effecting very many more than just those who are a danger to others.

He was released on police bail, which, while it can have conditions like living at a particular address, not contacting certain people, giving your passport to the police, or reporting to a police station at agreed times, does not to my knowledge, involve money.

According to an article in The Sun (mentioned above) he suffered a broken arm and pelvis so those sound more like fall injuries but a BBC article did say that the child was also bitten by a crocodile.
