He was released on police bail. That doesn't mean he was just turfed out of the police station to roam the streets.

Police bail usually involves conditions, we don't know what those were but as someone mentioned above, that might require him (for instance) to be released to closed care and kept under 24-hour supervision.

Its more likely that he was in secure accommodation already and they released him back to that secure accommadation

Should this same individual go on to harm somebody else, serious questions would need to be asked of those responsible for authorising his release. Accountability cannot simply disappear behind process and procedure.
