That sounds reasonable and may all be true but it's not actually what I was getting at.

But I'm not claiming to be an expert or social worker. Just something I read some time back.

Of course the offender needs to suffer the maximum penalty of the law. But is the boy slow? When I was 14 I would have kicked some guy's ass if he tried touching me.

It was probably mid nineties low season Phuket. A German couple I had befriended who owned a bar in Kata, we all went to the beach at Nai Harn. Very quiet at Nai Harn in those days.

My German friends and I were having lunch when we see an older man and clearly underage Thai male lying on the beach down from us and the older man had his hand in the boys pants.

My female friend marched over there, ends up the man was German and read this guy the riot act, told him how disgusting he was and basically kicked him off the beach. Ran old pervert out of town. Truly funny but she being a mother and her adolescent son there, wasn't going to have it. She was fired up angry.
