My VPN can sometimes slow things down, but if I shut it off, I'm all of a sudden back to the speed I'm supposed to have. Or, I can sometimes just change the VPN "location" and that will solve the problem.

Not necessarily but it is quite often the case as networks are slow to be upgraded to Fibre Optic from end to end.
