Being a prostitute in itself is not an offence; persistently soliciting the public on the street is and most of the Thai girls to whom you refer do not persistently solicit the public on the street, It's usually the opposite with men soliciting them

But strolling is not illegal, persistent soliciting for prostitution is.

Soliciting for the purposes of prostitution is illegal. However, selling and/or paying for sexual services isn't, unless it takes place in a brothel or involves someone underage.

Funny story about Black hookers. We were driving through Oakland once, and the sidewalks were peppered with some pretty hot-looking hookers. When I mentioned this to my wife, my 10-year old daughter piped up, "Papa, they're probably just waiting for their fathers to pick them up!" Indeed.

They should start to watch out for the many Ukrainian and East European hotties who are selling their services all over swanky clubs of Bangkok, Phuket and to some extent in Hua Hin.

Perhaps the Thai girls had not been persistently soliciting passers-by and we're not the subject of complaints about their behaviour. Girls cannot be arrested for just being on the game, they have to be committing an offence to be arrested.

They are frequently the subject of arrests but hanging around Soi 11 is not illegal, they have to be seen to be committing an offenve of dealing before they can be arrested.
