Only two countries, Canada and US, are worthwhile for "Birth tourism". Rest of these are shiatholes that nobody wants to go there to give birth. I would maybe put Canada on this list soon too... There might be a rare case that a liberal white woman might want to go to these places...

Belize, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Caribbean, Antigua and Barbuda, Barbados, Cuba, Dominica, Grenada, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago

One major case involved operators who charged tens of thousands of dollars and housed women for months. Similar networks have operated in other places, including New York (Flushing, Queens), with dozens of private homes advertised in Chinese-language media.

Industry and some Chinese sources have claimed tens of thousands of Chinese births per year at peaks.

Saipan (Northern Mariana Islands – U.S. territory) where Chinese women have used relatively easy or visa-free access (historically up to 45 days under special programs) to give birth on Saipan, securing U.S. citizenship for the child at lower cost than the mainland.

Oh and in Canada it's Richmond (suburb of Vancouver) and British Columbia. A major concentration of “baby houses” catering mainly to Chinese mothers. Non-resident births have formed a significant share of deliveries at local hospitals.

They did that to Hong Kong too 2000's and early 2010. Hong Kong imposed "Zero quota" in 2013.

There is no country in Europe or Asia where a pregnant African (as an example) can travel to, give birth, and the child will automatically be a citizen. You're the one who said that - not me. I 100% believe in equal opportunity and freedom for minorities who are already citizens.
