Putin visit sparks extraordinary security alert in Siberia

Vladimir Putin’s arrival in Russia’s third-largest city has triggered extraordinary security measures, with residents warned to stay indoors, keep away from windows and avoid using electronic or optical devices as his motorcade passes.

Residents ordered away from windows

People living along Bolshevistskaya Street in Novosibirsk were reportedly told not to go outside or approach their windows while Putin travels through the area. They were also instructed to move vehicles away from the route and follow the restrictions to avoid “unpleasant situations”.

The measures underline the Kremlin’s increasingly stringent approach to protecting the Russian president. Putin’s visit is his first to Novosibirsk since 2018.

Putin’s travels signal a new security reality

The Siberian trip follows visits to Kazan, Irkutsk, Omsk and Ulan-Ude after months in which Putin largely remained in Moscow amid concerns over security threats.

His movements have increasingly been accompanied by visible precautions. In June, one of Russia’s Pantsir air-defence systems was reportedly moved to within a few hundred metres of a Moscow oil refinery after Ukrainian drone strikes damaged the facility.

Air defences become a personal concern

The Pantsir system was reportedly surrounded by a metal cage, a feature commonly seen on Russian systems deployed near the front. Its positioning raised questions over whether a military air-defence asset had been redeployed to protect a key site in the capital.

Ukraine’s growing drone campaign has exposed vulnerabilities in Russia’s air-defence network, forcing Moscow to defend increasingly distant targets. For Putin, the threat is no longer confined to the battlefield.

The Kremlin’s inner circle adds another layer

Reports have also described Putin as increasingly concerned about his personal security, with the Russian leader frequently working from bunkers and reportedly avoiding some of his preferred residences over fears they could become drone targets.

There are also claims that Putin fears threats from within his own system. Security Council Secretary Sergei Shoigu has been portrayed as one potential rival, while Russian authorities have moved against figures linked to him.

The result is a Kremlin under growing pressure — with even an ordinary presidential motorcade through Siberia requiring residents to retreat behind closed doors.
