Before this however my internet was down for about 2 days, seems like they actually got some work done?

Yeah the time of the really terrible slowdowns seems to be over. Getting 300 - 800 Kbit today during the day and 1800 at night.

It stopped raining and the water level in all the phone boxes has dropped.

I just talked with my local Customer Service lady at ToT. She tells me she just returned from a meeting in BKK where they were told that ToT is adding Gateway Servers to increase the International speed. Hopefully we will keep seeing improvements. Still less than 150kbps down here in Surin. but about 800kbps within Thailand.

Yes the great CAT/ True / Tot technician found what was wrong ... they sent back million of kid / children / student back to school and improved thai internet.

Maybe that sounds too ironic but its most probably what happenned.
