I walked by Patpong on my way to BTS last night and everything was roaring, so were several other bars I passed and the normal expat bar I went to. Restaurants I went to were serving with no problems, though I saw a number of localish places that weren't in my soi. I did notice many, many bars closed with the sign and 7-11s and the like aren't selling anywhere I've been, but it certainly doesn't look like it's being very seriously enforced in tourist quarters and even in a number restaurants. Like the guy said before, it's surely based on arrangements with local constabulary.
