Samui...I believe that’s the same place where, according to first-hand reports in this forum, immigration routinely asks 5,000 Baht for an extension of stay instead of the official 1,900 Baht.

Samui has always been a law unto itself.. The island mentality thing.. Plus they invent ways to service the visa problem as visa running is additionally complex there, boat rides, slightly awkward airport, etc...

2 things add together for more need and hence opportunity to scam.
