If you need something "officially" notarized - which is to say, have your signature notarized by a US Notary Public - you have no choice but to go to the Embassy. There are no other US notaries in Thailand, as far as I know.

The American Citizen Services Unit at the Embassy will notarize just about anything. They charge US $ 30. Details here: http://bangkok.usembassy.gov/service/notarial-services.html .

See also this topic about notarisation of documents or signatures. Mention is made of the Lawyers Council of Thailand, whose members are authorised to notarise documents and signatures. You would have to find out if there is a member of the Council in Hua Hin but unfortunately their website seems to be only in Thai language.

Nine or after probably - after the visa applicants have all passed security. They seem to have only the one entrance now so you have to wait for everyone to deposit there handbags/phones/bazookas before you are allowed to enter. Once into the ACS room they have queue ticket system now.
