And these delegates does not need WP to attend the conferences or conventions. This would also include exhibitors for international exhibitions held here. For such situation there is the option of a “necessary and urgent Work Acknowledgement”. I believe meetings etc.. are legally ok. Obviously long term work and actually deriving your income from LOS is different.(Not sure what paid international entertainers and sportsmen do) Interestingly enough why would Thailand be a member of the APEC Business Travel Card scheme (which you can't attach a work permit to) if business trips without WP weren't permitted.Like wise, the 3 year Non Immigrant Business Visa , which can't have a WP attached to it.
