How many MPs will the parlament need to be "by the law"? Can they continue without the PPP, or is dissolving the PPP the same as dissolving the parlament and trigger a new election?

There are 232 People Power Party MP's that will be removed from office. There are an additional 34 Chart Thai Party MP's and 11 Matchima Thipataya MP's waiting to join them. I believe new elections will be necessary.

Fast-tracking the Shinawatras... don't even wait for the new elections, get him in prior as Deputy PM of the current government (resulting in Thaksin's brother-in-law as PM and Thaksin's cousin as Deputy PM :o); then after Somchai dissolves Parliament (either from the PPP dissolution or the Cabinet indictment by NCCC), hold new elections with the new PTP Leader taking over as full PM. Quite a plan ya got there, Thakky.

As things have progressed from this 7 days ago, it certainly looks as if he will be at least attempting it.

I don't think it will happen as I don't think he'll be successful.

IF he is successful, things will become much worse. Things were bad when a previous associate (Samak) was PM. They worsened when a non-blood relative (Somchai) became PM. If he progresses to attempt making a DNA-shared Shinawatra (Yingluck and Chaisit) as the newest PM, the current airport turmoil will seem like a minor inconvenience.

I suspect that may well be the outcome...

PPP confident it will not be dissolved

Executive board members of the People Power party (PPP) have expressed confidence that the party will not be dissolved

PPP Board member Songsak Thongsri, on the other hand, stated that the PPP board is confident that it's testimony to the Constitution Court would be sufficient to alleviate party executives from involvement in the dissolution case spurred by irregularities in the campaigning of party member Yongyuth Thiyaphairat.

Just last-minute, token and meaningless cheerleading or do now the PPP actually expect they'll be exonerated. This thread is full of past admissions from PPP that they are FULLY expecting their dissolution. It's the whole reason for the formation of PTP as their next backup.

Are they all of a sudden changing their expectations or is Songsak just beating a superfluous drum as the actual hour approaches?

TRT said exactly the same stuff the day before they went 'POOFT'.

The big question is over or under 60-90 days for an election from date of dissolution?

Under 90 and PTP is not involved. MP's should have been jumping ship last month...

If the 3 parties are dissolved, a new coalition could be formed around 2nd biggest party,

IF there still exist enough MP's to make a quorum. If not, elections MUST be called.

Care taker cabinet... interesting wild card.

Cabinet Meeting to Take Place in Chiang Mai Tomorrow

According to the Deputy Commerce Minister Banyin Tangpaporn reveals that the weekly Cabinet meeting will take place tomorrow at Chiang Mai Province City Hall.

Deputy Commerce Minister and Deputy Leader of Matchima Thipataya Party Banyin says the Party had prepared substantial evidence for the defence in the party dissolution case.

However, he fears that the court's seeming 'haste' in prosecuting the case will result in the party being disbanded. He claims the Party has not set up a spare political party for Matchima Thipataya MPs to migrate to if the party is dissolved by the Constitution Court.

Banyin declines to say the Party will join People Power Party MPs and register as members of the Puea Thai Party.

Just to get an understanding on how the system works, was it the "party" that got votes or was it the individual PM that got votes? In my home country its the individual that get elected, even tough they get there by beeing listed on a partys list for election. Once the election is done the party can NOT change the individuals at will even if they fall out of favour. Its happened more then once that a politician have been expelled from his own party or decided to leave the party mid-term.

So does dissolving the PPP take away each individual PM his status or can they just bring that status over to another party?

If the court dissolves PPP all the currently active PPP politicians will be banned from politics for five years, including the PM. He is so weak anyway, what difference does it make? Just bring in another relative of Thaksin puppet. They are all the same.

I don't think so. The "normal" MPs not I think. But I might be wrong/I hope to be wrong.

I think the way it works is that like the dissolution of the TRT. The court will dissolve the party and ban selected members, usually the executive, from participating for up to 5 years. The rest of the MPs will have 60 or 90 days to join another registered party, thus the latest incarnation waiting in the wings.

Now what happens in the ensuing 60 or so days is the subject of much debate. Given that all the "names" will get the boot, there will no eligible cabinet members left, so it has been proposed that the Supreme Court will step in and form an interim administration of suitable folk from most parts of society (well the ones that count) to run the country during the change-over (writing their own laws), added to this there will have to elections to replace all the banned members to be able form a quorum in the parliament. This would mean it would be simpler to have a new general election. This is the "Judicial Coup" theory.

Well you can not say they don't deserve being banneds for 5 years (it should be life along with any close blood relation or their spouces ) - if not for buying votes last time round but for promoting a convicted spineless criminal who fled the country and is now doing everything he can to undermine the courts and democracy and enciting violence in an endeavour to get his own way, this coupled together with not doing one thing constructive for the long term benefit of the country - they should be out on their collective @rses ASAP.

So the party transition for each parlament member have to be 60 days, or can the change take place in a day? From the explanation I take it the parlament member (MP from now) keep his/her place in the parlament and can "vote" without beeing member of a party? When TRT was dissovled the parlament held no power, that was after the coup, this time the parlament is still in power from my understanding.

So what will stop the 200-250 mps without a party from forming another coalition? Also do the PM and his cabinet also have to be MP in Thailand? In my country this is not the case. Yes, its the majority that get to form a cabinet, but they are free to chose whoever they want as PM and cabinet members.

From what I've read my understanding is that disolving PPP will be a more severe version of Samaks fall from grace, where the same MPs will be able to form a new cabinet from the same powerbase in a matter of days. Also will Somchai take the fall for sure, or will he "just" be stripped of his party membership and still have his MP status?

Thaksin cousin asked to head Puea Thai Party

General Chaiyasith Shinawatra, a retired general and cousin of former prime minister Thaksin Shinawatra, has been approached to take over as Deputy Prime Minister and Leader of the Puea Thai Party in a new line-up that would pave the way for Thaksin to return to politics.

"Since Thaksin has announced that he will return to politics there is no further need to conceal anything. He has recruited Chaiyasith to become Leader of the Puea Thai Party, which would bring the MPs under a new roof in the event that the People Power Party is dissolved," said a well-informed political source.

In the upcoming Cabinet reshuffle, Chaiyasith will also, according to the source, be appointed Deputy Prime Minister in charge of security, replacing General Chavalit Yongchaiyudh, who resigned after the October 7 incident in which police shot tear gas at anti-government protesters. Chavalit has entered the monkhood in Chiang Mai following his controversial role in the October 7 incident.

During the first term of the Thaksin government, Chaiyasith was promoted to Army Chief, although he was not a strong candidate.

Later on he was reshuffled to Supreme Commander because Thaksin was not happy with his performance.

The political source said Thaksin had picked Chaiyasith for the dual government and political jobs because he could be trusted and had good connections with the military, though Chaiyasith did not listen to Thaksin during his tenure as Army Chief.

"Chaiyasith is a better choice than Yingluck Shinawatra or Pojaman Shinawatra at this point," the source said.

Earlier, a member of the People Power Party hinted that Thaksin or Pojaman might return to Thailand on December 25 in preparation for a new battle in politics.

But sources said it might be too early for Pojaman to return because of her concern for personal security. Moreover, Pojaman is still on bail in a 546 Million Baht tax-evasion case, in which the lower court has sentenced her to three years in prison.

Chaiyasith yesterday said he had not been approached to become Leader of the Puea Thai Party.

"It is merely a news report. There is no green light as yet. I had no intention of entering politics, but considering how democracy has gone off the rails, I now want to," Chaiyasith said.

He admitted that Yongyuth Tiyapairat, a key aide of Thaksin, had talked to him about taking the job as head of the Puea Thai Party.

Senators' call for Democrat MPs quitting rejected

Secretary-general of the opposition Democrat party rejected 40 senators' suggesting for all of the 163 party's members to resign en-mass, adding it would not help solving prevailing political problem.

Mr. Suthep Tuaksuban, secretary-general of Democrat party, said today (December 1) that the party had been warned about the potential violence as there might be explosive planted at the party's office in Bangkok. So, it had been prepared to handle potential mishap via increasing number of security guards. However, the party was unable to absolutely prevent the untowards incidents from happening.

Mr. Suthep also expressed his worries about the ruling People Power party (PPP) MPs' criticizing army chief Gen Anupong Paojchnda following his suggestion to the government to dissolve lower House to solve the country’s problem. Mr. Suthep said the PPP MP tried to create misunderstanding among general public that the military wanted to stage a coup, despite the fact that the military stayed neutral. The Democrat party secretary-general alleged PPP MPs' attempting to create legitimacy in an effort to relieve the army chief from his duty.

Mr. Suthep requested general public to protect state officials to prevent recurring of similar cases of the removal of Pol Gen Patcharawat Wongsuwan from his duty of national police chief.

Regarding the 40 appointed senators’ proposal calling for 163 Democrat party MPs to resign, Mr. Suthep said the proposal have been made by several factions earlier.

But he viewed the action as not being able to resolve prevailing political problem as a by election could be held.

Several senior Thai businessmen and independent academic had concluded a high level secret level meeting to discuss what is occurring in Thailand and their conclusion is that there is a plan for Thailand to copy the Bhutan development model.

Bhutan is a small country that rejects globalization and capitalism based development model, looking instead to focus on the quality of life for its people. The coup of the KorMorChor and the PAD had long been against globalization, and during the coup a few years ago of KorMorChor, Thailand turned its back against trade and investment. Several foreign countries, seen as having influence over Thailand, were also attacked by the KorMorChor and PAD forces.

“The occupation of the airport is nothing but turning against globalization, this is the first step, and if you follow what the PAD and the people behind the KorMorChor coup that are still active today are saying, they are also against capitalism,” said Dr Thawatchai, a professor at a leading Thai university that took part in the secret meeting, organized by a national security services oriented agency in Thailand.

Other that took part in the meeting said there were enough evidence to support, according to several phones tap of top university people who supports the KorMorChor coup, that the so called “Bhutanese System” will be implanted in Thailand.

“Obviously, the most fear is massive unemployment, but those who supports the Bhutanese System, argues that there are about 3 million rai under the control of various state agencies at the moment and that the millions of people who will be out of a job, will just simply be granted land to farm on. Others will be pushed to work in an intense import substitution industry that will be built up to replace most of the imports,” said Dr Ammareth.

Dr Ammareth said that the coup of the KorMorChor had always had plans to turn to a system that is less capitalistic and non-globalization. “It fits well with the sufficiency theory and if you look at the KorMorChor, they were very against Thaksinomics-and you just have to ask what is Thaksinnomics-it is a development model that opens Thailand a great deal. But the coup failed to stop Thaksinomics but it never have laid those plans to rest, really,” he said,.

He adds that with the demise of Wall Street and a bad reputation on capitalism, the Bhutanese System has gained favor in many high places and with a great deal many of military men.

Others such as Dunyaporn, a doctorate student at Chula, who also attended the meeting, said globalization and the concept of democracy comes hand in hand and if one is to turn Thailand’s clock back, it means changing the democratic system first. “They will keep calling whatever form of government that comes to Thailand democratic, such as the current court influenced one, to hide the fact that it is not very democratic and at the same time re-align the economy to a more nationalistic system,” she said.

Dr Thanom, head of a major that stock market listed firm said that from what he has heard of the Bhutan System, large Thai firms will be encourage to invest and move off shore as a way of getting rid of Thailand from the influences of capitalism and trade, and yet keep the necessary doors opens somewhat.

“I was told to start thinking about expanding overseas and having most of my business outside Thailand, because Thailand wil turn greatly towards the sufficient theory and the Bhutanese System,” said Thanom.

On 30 May 2007 Thailand's senior judges participated in a farce that was not of their making but has, thanks to their acquiescence to the country's military regime, been made to appear one of their doing. By sanctioning a decision that was made well before 19 September 2006, they have caused immense damage to already diminished judicial institutions, with far-reaching consequences.

The military-appointed Constitutional Tribunal--comprising of six Supreme Court judges and three Supreme Administrative Court judges, including their presidents--dissolved the Thai Rak Thai party of the former prime minister, Pol. Lt. Col. Thaksin Shinawatra, on grounds of endangering and acting against the democratic state under the 1998 Organic Act on Political Parties, and removed the electoral rights of over one hundred party board executives, including Thaksin, for five years in accordance with Announcement No. 27 of the military coup group. Thus we have the spectacle of a group of judges appointed by an unelected and antidemocratic military regime making a decision on the actions of an elected political party that is alleged to have undermined democratic process. And we have the absurdity of a decision made on the basis of law established under a constitution that was scrapped by that very same military regime, with punishment approved and meted out to a group of in! dividuals under one of its orders. Little wonder that the verdict has only further contributed to the confusion that has reigned in Thailand for the last eight months.

The Khmer Rouge abolished money, evacuated the capital and forced city-dwellers to work in the country-side. They also engaged in exterminations of dissidents and people who didn't fit Pol Pot's conception of "Khmer-ness".

I used to think the same as you until six months or so ago.

I started reading up on Thai history and challenging my own (privileged and British) views of democracy.

I realised that there is more to rule by the people and for the people than "one person/one vote.

No, I do not want long term totalitarian rule.

I want to live as a guest in a country where the justice system

and the legal checks on politicians (and others)

are in place... before one person / one vote kicks off again.

There is a document in the Prajadhipok Museum on Ratchadamnoen

I am not advocating anything - one way or the other -

but I wonder if the same analysis was done today, by an independent party,

as to what their recommendation would be.

But I hope that this does show that it is possible for some informed people

to be against the philosophy of one person / one vote in certain circumstances.

Happy is good :o

I think a strong reason why the Democrats won't resign enmass,

even as that might force new elections, is that,

in the event PPP and the other two are dissolved,

that would leave no sizable party in the legislature for an

interim caretaker government to form around.

Their popular vote count is large enough to be considered

a legitimate fall back for a new coalition caretaker cabinet.

Other wise it goes into this amorphous area of judicial appointed caretaker.

And best not to delve too deep in this direction.

I also think this possibility is one reason the Dems have been pretty silent lately.

No mis-steps.

There can be no perfect system. We do not live in a utopia.

There are some students who cheat in every exams. Some get caught, some got away. That's life.

I think we need to be pragmatic and realistic enough to focus on which is the more likely of varying scenarios. PAD's new politics isn't going to get off the ground, whereas attempting to install a Shinawatra-DNA-possessing individual as PM is a very real and immediate threat.
