EX-CANDIDATE FOR PATTAPA MEMBER AND VOLUNTEER POLICE MURDERED

A Pattaya volunteer police who was also a candidate for Member of Pattaya city was shot dead by the side of railway track. Police had found many motives of killing. The victim was an agency to sell music copyright and a copyright violation reporter which had made him not very popular among bar owners.

On May 31, 2008, at 5.30am, Pol.Lt.Col. Saroj Wech-gama, Banglamung investigator, Chonburi, was notified that a man was shot dead near Siam Country club train station, Soi Siam Country club, Moo 6, Nongprue, Banglamung, Chonburi. Pol.Col. Sarayut Sa-gnuen-bpo-kai, Banglamung superintendent with police team along with Sawang Boriboon rescue rushed to investigate.

At the incident, Mr. Jakrit Kamseng or nickname "Ting" (37), Ex-candidate for Pattaya member, in Fah-Mai team, Number 6, Area 4, Jomtien beach, and Ex-volunteer police, was living at 14/7, Moo 1, Na-Pah district, Chonburi, was lying dead on the roadside. He was clad in gray and yellow short sleeves shirt and a gray shorts. He was wearing a gold necklace and having a radio (Walkie Talkie) on his belt. His blue Yamaha Mio motorbike, License 118, Chonburi, was shot on the rear mud guard. Police found two .9 mm bullet cases and one bullet head on the floor near the body, which police had kept it as evidence.

Examining the body, Mr. Jakrit got one shot on his left neck, one shot on his back and the bullet went through the heart and another shot on his left hand palm. He had a lot of scrapes around his legs and arms causing by the falling down motorbike.

Miss Namfon Noowong (25), from Bangkok, wife of the victim, along with other relatives had come to the scene. Miss Namfon had reached to hug her husband and cried her heart out. She explained that she had rung him for picking her up from a beer bar on Soi 8, which they had run it as their long time business. Her husband said he was busy and asked her to go back home by herself which was about 500 meters away from the incident.

Arriving back home, Miss Namfon did not see Mr. Jakrit, but his mobile phone was left at home so she thought that he had not gone very far and expected him back home soon.

Later on, a volunteer police friend of the victim called to informed her that her husband was shot dead. She then rushed to the incident. She had no idea about the motives of killing but she knew that her husband had run many jobs such as: a representative for bailing out cases, a volunteer police and an Ex-candidate for Pattaya Member in Fah-Mai team but failed the election.

Mr. Jakrit was also doing an extra job by selling music copyright to bar owners. He had quite a dispute with many people according to his different works. Mr. jakrit had to carry a gun to protect himself. Lately, her husband had a small argument with the neighbor about their trees had intruded into the house but she did not think this case would related to her husband murder. Miss Namfon said that she does not know about the real motive why her husband was killed and her husband had never said anything about his conflict with people.

Pol.Col.Sarayut declared that police had questioned the people around the area but they said that they only heard the noise of gunshots and the area was very dark. Police assumed that Mr. Jakrit had probably come out to meet an acquaintance for a private business. He was not aware of danger and did not have his gun with him. Presumably, there were two people on a motorbike, who were watching his movement and taking a chance to kill him while he was on his way back home then the killer sped away.

Police had assumed the motives of this brutal killing in many aspects. The working history of the death person, a lot of disputes with many people, either with bar owners who were reported about violating the copyright or about being a volunteer police which caused a lot of problems to many teen gangs. It was possible that he was killed as a vengeance. Another aspect when he was a candidate for Pattaya Member that he had to launch a campaign to offend the competitor but the police said it should not be a motive, However police would not cut all the aspects off. They will seriously searching for more evidences to arrest the criminal who brutally killed Mr. Jakrit as soon as possible.

Would he be one of the BIB who have been going around the (mainly) farang bars and extorting vast sums of money for basically playing music (those that live here will know what I mean):o

Even if he was, I dare say it was a case of his bosses 'offing' him for not paying his way, not the bar owners giving him what he maybe deserved :D

NEWS UPDATE: Pattaya Daily News: June 2nd 2008

POLICE DISCOVER WITNESS TO THE KILLING OF EX-CANDIDATE OF PATTAYA CITY COUNCIL

In the case of the ex-Fah-Mai local council candidate of Pattaya, who was murdered on May 31, a Banglamung Police superintendent announced, on June 1, that they had found a witness who had seen the victim involved in a serious dispute with two people on a motorcycle, slightly before the time of the murder. Police now consider adultery the prime motive.

Referring to the case of Mr. Jakrit Kamseng akaTing (37), the ex-candidate in the election for Pattaya City Council shot dead by the side of the Pattaya railway line in the early morning of May 31, Pol.Col.Sarayut Sa-gnuen-bpo-kai, at 1pm on June 1, informed relatives and friends of the deceased that there were many likely motives for the killing, especially as he had many enemies. First and foremost, he was a Pattaya volunteer police and a bailsman in criminal cases. He was also involved in investigating contentious cases of music copyright violation, whereby he would inform police of bar-owner suspects who would be subsequently arrested.

However, Pol.Col.Sarayut further informed the interested parties that police had found an important witness who had seen Mr. Jakrit having a serious argument with a Thai male motorcyclist (30-40) and a female pillion passenger just prior to his being killed. After the dispute, Mr. Jakrit had attempted to quit the area quickly on his motorbike, but the mystery Thai couple had pursued Mr. Jakrit and about 500 metres away had pulled out a gun and shot the victim dead, subsequently riding off at speed.

Although, police now consider adultery to be the prime motive, they have still not ruled out a litany of other motives, including Mr. Jakrit being a private loaner in conflict with a bad debtor; animosity caused by the music copyright investigations, or by being either a bailsman, or a volunteer policeman. They have, however, ruled out being a candidate for election as not being a sufficiently strong cause for murder.

Police believe that the gunman probably knows Mr. Jakrit very well and had made an appointment to meet to clear up some problem, which they were unable to resolve. However, police already have a clue to who was the likely killer and expect to arrest the criminal imminently.
