I earn 1 year visa ( Non-immigrant - Education) from Thai Consulate in my Country , but after I arrive in Suvarnbhum Airport ( new BKK airport - I don't know if i write it correctly ) and finish from immagiration . My thai friend saw my passport and say it is for 3 months stay ( not one year ?! :D ) & I have to extend my Stay after 3months.

knowing that already I pay Fees for 1 year , So after completion of 3 months from landing ( at thailand ) I have to report to immigration office .

Do I have to pay again ?!! :D or what is the procedure

You have a multi entry non immigrant visa and must leave the country after each 90 day or less entry. You can immediately return and get a new 90 day stay. Your visa is valid for travel during a one year period - it is not valid for a one year stay.

I see .

if I knew that before then I will choose 3 month visa & pay less money ( but the problem I have to take multiple entry visa which available in one year visa only not in 3 months).

So , I will arrange with my university to extend stay.

is that mean I have to extend stay every 90 days during 2 years " length of my study here"?

Do u know how much it cost?

I'm not an expert but, can't the OP apply for a 1 year extension on his Non-Imm visa (Education purposes). Then he would not have to leave the country at all - just report to immigration every 90 days. Same as retirement or Thai-wife visa extension.

He can, and he should. The rules (http://www.immigration.go.th/nov2004/2notice/rtp606EN.pdf) talk about an extension of “not more than 1 year at a time” and if he has the necessary documents to show his enrolment for study for at least one year then he should apply for an extension for 365 days.

The current policy of immigration is to grant an extension of only 90 days at a time for study of Thai language at a private school. The OP does not say what and where he plans to study, or if he will study at all, so it is difficult to give him specific advice

The OP is about having to pay twice and yes he will have to pay twice if he wants to stay without leaving. The conditions of his current visa are not what he expected.

He has the option of a border run every 90 days using current visa.

An extension of stay for one year if he can obtain required documents at 1,900 baht.

An extension of stay for 90 days, every 90 days, if for language study at a cost of 1,900 baht each.

to make it clear , I study Master degree in Engineering at a thai Government University ( this program is in english language) , I pay tuition fees for that. I'm from a country which their citizens don't have to make visa to enter thailand ( as far it is for tourist purpose & not exceed 30 days). The study will be for about 2 years but it should not exceed 5 years.

some people told me they ( immigration) will not give me 1 year visa ( I mean 1 year stay) when I enter country for first time. So they recommend to extend visa after completing 90 days.

others say I have to pay 1900 or 3800 for extension.

I want to avoid extra charges ( fees) & also to follow thai rules.

I want to finish study as soon as possible , so frequency to visit my country will be less.

so based on above informations , pls. reveiw your answer.

As I said above you will have to pay 1,900 baht if you qualify for one year extension of stay (this requires paperwork from your University). If you wish to travel once you obtain a one year extension of stay you will have to pay 1,000 baht for each trip or 3,800 baht for a multi re-entry permit. I am taking you at your word that you did indeed pay for a multi entry ED visa valid for one year rather than the single entry valid for 90 days. If you did pay for the multi entry and do not wish to make 90 day trips it is money lost.
