Think the crowne plaza has now opened at the airport. Not 100% sure.

Next semi decent hotel nearest the airport is the Mercure Roxy at parkway parade.

Or just slum it at the Transit hotel in the departure lounge SGD$58.00 free wifi in the airport and lots of good places to eat :o

You could always try the Changi Village hotel, good food and bars just around the corner.

All of Singapore is well within 30 minutes - so staying by the airport would not be such a hot idea. 4K baht should get you a pretty good room anywhere. What you might do is try some hotel booking sites, check out the hotels that interest you, then visit the independent hotel sites to see if they are running any special promotions for your period of travel.

We stayed at the Changi Village hotel on our last night in Singapore (leaving Singapore for good). If you don't want to see any of the tourist sights, or maybe have an early flight the next day (we did), it's a perfectly adequate hotel. If you don't want to eat in the hotel, there are many, many bars and restaurants/cafes a few minutes walk down the road. If you want western grub, Jacobs Cafe, very close to the hotel does some fine food - Shepherds Pie, nice chicken stews, and the like.

Used to live near the Roxy Mercure hotel. It's an okay hotel with typical hotel restaurant fare.

As other poster said, if you want somewhere within 30 minutes of Changi that covers half of the island. If you want to see some Singapore sights, maybe try a hotel in the Esplanade area, nice views, lots of eateries, pubs and on the right side of town for the airport. Probably take only 20 to 25 minutes to Changi.

Try looking at asiarooms.com for prices and they categorise by area too.

Would suggest booking soon. Note your dates are not quite near the Singapore Grand Prix (Sept 28), but if GP folks are staying on for a hols there, you may have probs booking.

Otherwise, the suggestions by dekka for the Crowne Plaza would be my suggestions, recently re-opened with free wifi in the lobby and moderately priced broadband (very quick) in the rooms.

There are rooms , airside, at changi. Start from $S40 for 6 hours. Can get extra hours. Plenty of food available.

I suggest you start booking now. Last couple of times I've been to Singapore (May 07; June 08) my first five or six preferences were booked out two or three weeks ahead.
