Foreign Minister Noppadon Pattama

BANGKOK: -- Thailand's opposition Democrat Party leader Abhisit Vejjajiva said Tuesday his party would move to impeach Foreign Minister Noppadon Pattama after the Constitution Court ruled Tuesday that the minister violated the charter by signing a joint communique with Cambodia on the ancient temple without prior parliamentary endorsement.

Mr. Abhisit's remarks were made after the Court ruled that the Thai-Cambodian joint statement signed by Mr. Noppadon and Cambodian Deputy Prime Minister Sok An on June 18 was regarded by the Court as an international treaty and needed parliamentary endorsement prior to any signing.

The UNESCO World Heritage Committee now holding its annual session in Canada's Quebec City late Monday approved Phnom Penh's application to list the 11th century temple as a World Heritage site.

UNESCO's approval was granted without Thailand's support after the Administrative Court on June 28 issued a temporary injunction against the Thai cabinet resolution endorsing the document.

Democrat Party deputy leader Jurin Laksanavisit along with 77 senators who had earlier opposed the Thai government offer to support Cambodia's application to register the ancient temple as the World Heritage site, said the government must accept responsibility by resigning.

Mr. Jurin, who led the impeachment movement, said the government must consider removing Mr. Noppadon itself, otherwise the opposition party would proceed with impeachment.

Sen. Kamnoon Sithisamarn and five colleagues told a press conference that if the cabinet had "political consciousness," it should quit.

Mr. Kamnoon said senators would initially present charges to the National Counter Corruption Commission which would convey the complaints to the Supreme Court's Criminal Division for Political Position Holders to act against the entire cabinet which had violated Article 190 of the Constitution and Article 157 of the Criminal Law.

Article 190 stipulates that any treaties which affect the social and economic benefits of Thailand as well as the integrity of Thai borders to be subject to parliamentary scrutiny before their signing. (TNA)

The motion was submitted by Democrat MP Sathit Wongnongtoey to Deputy Senate Speaker Nikom Waiyaratphanit.
